Restart issue

I’ve got a 2016 wrangler (75th anniversary addition) with almost 70k miles on it. I’ve been having this issue for about a year and a half now where I’ll drive my car 5+ miles turn it off, then when I come back a few minutes later it won’t restart. There’s no clicking, no noise except like a faint electric whirring, and it only restarts after sitting there for a half hour or so. Ive had the battery and the starter motor replaced. I’ve heard that it could be the alternator, the computer, or the fuel pump. Has anybody dealt with or at least heard of this issue. Ive been to like 6 dealerships and I’m at my wits end.
